What is this curse of Noah all about? Who falls under this curse today?
At the direction of God’s Angels, Noah and his sons divided the land by lots. And Noah proceeded to bind his sons under an oath that if anyone would seize the portion of land not belonging to them by their lot, that there would be a curse placed upon them. And so the sons of Noah said so be it.
Jubilees 8:14-15… And thus the sons of Noah divided unto their sons in the presence of Noah their father, and he bound them all by an oath, imprecating a curse on every one that sought to seize the portion which had not fallen (to him) by his lot. 15 And they all said, ‘So be it; so be it ‘ for themselves and their sons forever throughout their generations till the day of judgment, on which the Lord God shall judge them with a sword and with fire for all the unclean wickedness of their errors, wherewith they have filled the earth with transgression and uncleanness and fornication and sin.

These are the people who are cursed, those who are the descendants of Canaan. Though they been living on the land from the beginning they say, they do not possess the legal right to be there so says God. The curse of Noah has fallen upon them because of their forefathers transgression, and the sword will eat them up and root them out of the land because a time of judgment has come.
Zephaniah 2:1-7… Gather together, gather yourselves together, you Shameful nation, 2 before the decree takes effect and that day passes like windblown chaff, before the Lord’s fierce anger comes upon you, before the day of the Lord’s wrath comes upon you.3 Seek the Lord, all you humble of the land, you who do what he commands. Seek righteousness, seek humility; perhaps you will be sheltered on the day of the Lord’s anger. Gaza will be abandoned, and Ashkelon left in ruins. At midday Ashdod will be emptied and Ekron uprooted.
5 Woe to you who live by the sea, you Kerethite people; the word of the Lord is against you, Canaan, land of the Philistines. He says, “I will destroy you, and none will be left.” 6 The land by the sea will become pastures having wells for shepherds and pens for flocks. 7 That land will belong to the remnant of the people of Judah; there they will find pasture. In the evening they will lie down in the houses of Ashkelon. The Lord their God will care for them; he will restore their fortunes.
Woe to the stubborn people those who refuse to listen to the commandments of God. You are ignoring the curse of Noah well then so be it.
